Golf Rules

  1. The golf course, practice facilities and club storage area will be open seven days a week. During the period June 1 to September 30, the Golf Shop will be open from 7:30 a.m. to 5:00 p.m. During the period October 1 to May 31, the Golf Shop will be open from 7:30 a.m. until 5:30 p.m. The golf club storage area will be open from 7:00 a.m. until Dusk and bags and carts will be available to members during these hours. On Mondays the driving range closes at 3:00 p.m. for maintenance. The putting and chipping greens are closed at this time as well. When a course is open its putting green is open as well.
  2. Tee times may be made at the Pro Shop, either in person or by telephone, during normal working hours. The Pro Shop cannot make tee time reservations until after 9:00 a.m. Prior to 9:00 a.m., tee time reservations are on-line only on the Oaks Website. Tee times may be made SEVEN days in advance. Play may commence at 8:00 a.m. except during the months of June, July, August, and September when earlier tee times may be authorized and posted. On Sundays, regardless of season, tee times begin at 7:30 a.m. The Starter is the arbiter of tee times. A tee time that is made and not then cancelled may result in a charge for cart fees for the member who made the tee time.
  3. Unless a shotgun event is planned, all players must begin their rounds on the first holes of the designated courses. Commencing play on any other hole may be permitted only after contacting the starter or the Golf Shop staff for approval.
  4. All members and guests, including walking players, must report to the Golf Shop – or starter and sign in before commencing play. For scheduled events, members may report to the Club staff member who has been assigned by the Pro Shop to assist the members to locate their carts in the shotgun formation.
  5. When a nine is closed for any reason, the Golf Shop will advise the players of the selected nines and the playing sequence when they sign in. Players must not deviate from the prescribed round.
  6. When extensive course maintenance such as over-seeding or aerating is undertaken, one 18-hole course will be closed, and one 18-hole course will be available for play.
  7. Course play is normally at its peak on Saturdays, Sundays and holidays during the period October 1 through May 31, from 8:00 a.m. through 1:00 p.m. Members are urged to form foursomes on these days, during these times, so that as many members as possible can be accommodated on the courses. During less busy periods, groups other than foursomes will be allowed to play at the discretion of the Director of Golf. Singles, twosomes and threesomes must not press the group ahead of them during play.
  8. Range balls are to be used solely on the driving range, the chipping green, and the practice sand bunker only. Range balls are not to be used on the practice putting greens and their use on the course is strictly prohibited. Violations on the latter will lead to suspension of golfing privileges.
  9. There shall be no practicing on any of the regular greens. Practice is permitted only in the designated practice areas, with the exception of playing lessons with a member of the professional staff.
  10. Members may elect to walk at all times other than scheduled shotguns. Walkers may either carry their clubs, use an electric or non-electric pushcart either their own, or one rented through the golf shop. Walking members must register with the golf shop and begin play on the first hole of the assigned course.
  11. All members and guests must be respectful of the private property surrounding the course. Under no circumstances shall the carts be driven on, or any shots played from, private property.
  12. Yellow Penalty Areas are defined by yellow lines or yellow stakes. Red Penalty Areas are defined by red lines or red stakes. Out of Bounds is defined by white stakes and/or course boundaries such as roads, right of the cart path on 18 Heron, etc. All public roads and private property are considered boundaries. Any ball coming to rest either: on or beyond a public road or private property, between a penalty area and private property, or on or beyond the cart path behind Hole #18 is Out of Bonds.
  13. When the lightning siren sounds one long blast, the course and practice facilities are closed. All players must immediately cease play and should seek shelter or evacuate the course completely. Players must not resume play until the lightning siren sounds short two-tone blasts which indicate that all is clear.
  14. Players must have their own set of clubs on the course. No two players may play from one bag.
  15. The Club will not be responsible for the loss of or damage to the clubs, bags and other personal property of a member or guest.
  16. All lessons with the staff, as well as club repair and other services, will be arranged through the Golf Shop.
  17. Players under the age of 14 are not allowed on the golf course or practice facility unless they are under the supervision of an adult or have been formally approved to do so by the golf shop professional staff.
  18. Members of other clubs may be temporarily extended the privileges of the Club by the Board of Governors upon such terms and conditions as the Board may see fit. Such visitors shall be accorded the courtesies due to a guest of the Club but shall also be bound by all of the golfing rules and regulations set forth herein.
  19. Violations of The Oaks Golf Rules and Regulations are to be reported to the Golf Committee or to the professional golf staff. Violation reporting forms are available at the Golf Shop. The Golf Committee will then make a recommendation for disposition of the case to the Board of Governors. In those cases where the final disposition of a reported violation is made by the Board, a representative of the Board will advise the member who reported this violation regarding the Board’s decision. In those cases where the final disposition of the reported violation is made by the Golf Committee, a representative of the Committee will advise the member who reported this violation regarding the Committee’s decision.
Care should be taken to preserve the golf courses and maintain them in excellent condition. 
Toward this end, the following procedures must be observed:
  1. Soft spikes or spikeless golf/athletic shoes are mandatory for members and their guests.
  2. Pitch marks on the greens are to be repaired.  Tools for doing so are available in the Golf Shop.  A good rule of thumb is to repair your own and one other.
  3. Bunkers should be entered and exited at their shallow edges (generally the rear) and not at the edges where steep embankments exist.
  4. It is the player’s responsibility to see that the bunker is completely smoothed after play and to make certain that all rakes are replaced outside the bunker, parallel to the fairway.  To the extent that it is reasonable, rakes should be replaced in areas outside the bunker where they are less likely to affect play.
  5. Paper and other waste are to be placed in the receptacles that are provided on the course.  Players are encouraged to pick up and dispose of litter on the course even if it has been discarded by someone else.
  6. Cigarette and cigar butts should be disposed of properly. They should not be left on the course, in the cart, or in the sand bucket.
  7. Divots must be replaced with sand and smoothed over.  Walking players are to carry sand with them for this purpose.
  8. Golf balls are not to be retrieved from the hole with the club head of the putter.
  9. On par three holes, carts must remain on the cart paths except where permitted for those with medical flags. (Generally, carts must always remain on paths on Par 3 holes.)
  10. A player with a temporary or permanent medical disability may request a medical flag (a PWD (Person with Disability) is noted in the GPS system) for his/her cart which will authorize drivers of this cart to travel to balls in the fairways of par three holes, except for Eagle Hole #3 and Eagle Hole #5, and to drive no closer than thirty (30) feet from all greens and tees.  When specific holes are designated as “cart path only” solely for the purpose of resting the turf, players with medical flags (PWD’s) are authorized to travel to balls in the fairways. In all other cases, when players are restricted to “cart path only,” no special privileges for those with medical disabilities will be in effect.
  11. Signs and roped areas on the course are used on a temporary basis to direct cart traffic in areas of significant wear or damage to the turf.  Drivers should follow the directions given by these signs.
  12. When, in the judgment of the Director of Green and Grounds, the condition of one or both golf courses are such that golf carts are restricted to cart paths or that temporary tees/greens are prescribed, strict adherence by all players is required.  Greens & Grounds will update the GPS system with cart rules each day.
  13. A scatter rule is always in effect (unless cart path only).  Carts should enter the fairway at the point nearest the ball to be played.  Reasonable judgment should be exercised from that point as to whether to continue down the fairway toward a nearby ball.   When both shots have been played, the cart should depart the fairway directly and return to the path.
Golf cart paths should be used whenever possible.  Care should be exercised to keep all four tires on the cart paths whenever using them, and to refrain from cutting corners on curves and from parking partially off the cart path at greens and teeing grounds. All carts must return to the path when instructed by cart path directional signs.
  1. Golf is a game for gentlemen and ladies, and all participants are expected to conduct themselves accordingly.  Courtesy on the course is of paramount importance, not only in the member’s group, but also with other groups in front or behind or on an adjacent hole.
  2. There is perhaps no greater deterrent to the enjoyment of a game of golf than slow play.  For the benefit of all members, foursomes are expected to finish nine holes in two hours and 18 holes in four hours; threesomes and twosomes should be considerably less.  The common goal for all members should be to eliminate open holes between groups. Current average pace for both courses is approximately 3:30 p.m.
  3. When play on the course is crowded, players should play without delay.  “Ready” golf is encouraged in social play.  A player should be prepared to play promptly.  If a player who is “away” is delayed in making a shot, another player in the group is encouraged to play first, and this should not be deemed as playing out of turn.
  4. A player should not hit until the group in front is out of range.
  5. When the play of a hole is completed, players should proceed to the next tee without delay.  Scores should be marked on the next tee.
  6. Golf Professional Staff should be treated courteously, and their instructions followed.  Golf Professional Staff have the authority to do what is necessary to ensure that all players adhere to all golfing rules including the authority to have slow players pick up and move to the next tee.  Any violations will be reported to the Director of Golf and Golf Committee if necessary.
  7. When playing with guests, it is the host’s responsibility to see that the group plays at a reasonable pace.
 
The Dress Code will apply to all areas of the golf courses and the practice facilities.
 
Acceptable Attire for Men:
  • Slacks or Bermuda shorts (almost to the knee). 
  • Golf shirts must have collars, sleeves and be tucked in. 
  • Shirts with mock collar must have sleeves and be tucked in.
  • Hats must be worn with brims forward.
Unacceptable Attire for Men:
  • Cargo pants/shorts.
  • Denim, jeans, cutoffs, short shorts, tank tops, track/sweat suits, shirts with pictures or slogans.
  • Golf Shoes with metal spikes.
Acceptable Attire for Women:
  • Slacks, Bermuda length golf shorts (almost to the knee), skirts and culottes.
  • Golf shirts must have either sleeves and/or a collar. Shirts are to be tucked in unless the shirt is designed to be worn untucked.
Unacceptable Attire for Women:
  • Denim, jeans, cutoffs, short shorts, tank tops, track/sweat suits, shirts with pictures or slogans, cargo pants/shorts.
  • Golf Shoes with metal spikes.
  1. The Golf Committee oversees, and the professional staff supervises all golfing events.
  2. The Golf Shop plans and organizes all Men’s and Couple’s events. The Women’s Golf Association plans and organizes most Women’s events. Currently the OMGA coordinates, in season, the Wednesday men’s event.
  3. On Tuesdays, one 18-hole course will be reserved for the OWGA 18-hole ladies, and the other course will be for the OWGA 9-hole ladies.  The 18-hole ladies will have an 8.30 a.m. shotgun, whereas the 9-hole ladies will have a 10:00 a.m. shotgun.  In season, October through May, the course reserved for the 9-holers will be available to other golfers starting at 10:15 a.m.; the other course will be available at 1:00 p.m.  To maximize golf course availability for the members, the Director of Golf may make modifications depending on the number of players in these events.
  4. On Wednesdays and Saturdays, one 18-hole course will be reserved in the mornings for a Scheduled Event which is open to all male members and their guests.  Tee times will be available on this course for all other members beginning no later than 1.00 p.m. on Wednesdays and Saturdays.  In order to utilize the golf facilities to the fullest, the Director of Golf is authorized to modify these schedules depending on the number of participants in the event.  Tee times on the second 18-hole course will be available for all other members beginning at 8.00 a.m.
  5. Any member or his/her guest is eligible to play in a Scheduled Event provided that the player has an established USGA Handicap Index and that the entry fee is paid.  In those instances when a player does not have an established handicap index, he/she must have at least five scores at The Oaks Club and the Director of Golf will then assign a handicap based on USGA guidelines.  If the stated criteria are not met, a proxy score will be used, and the member or guest will not be eligible for prizes.
  6. Male members should sign up for reservations for all Scheduled Events, including Wednesday/Saturday events, before 1:00 p.m. the preceding day.  This may be done by telephoning the Golf Shop or may also be made on the Oaks Website. Reservations for the Men’s Invitational Tournament must be made in accordance with the instructions that will be distributed to members announcing the details of this event.
  7. In Scheduled Events, no putts shall be conceded in Stroke Play.
  8. After holing out in either match play or Stroke Play, players are not permitted to practice-putt on the hole that has just been completed.
  9. A member who signs up for a tournament and then fails to appear or does not cancel until the day of the tournament without reasonable cause, as determined by the Golf Committee, will be charged the entry fee for the tournament.
  10. Players should be in their carts ready to play fifteen minutes in advance of the scheduled start of shotgun events.  This time is reserved for an explanation of the tournament event and allows travel time to the designated starting hole of the event, so that play may begin at the specified time.
  11. Once play on the course is initiated in a Men’s Scheduled Event, no refunds of entry fees will be made unless the course is deemed to be unplayable by the Director of Green and Grounds Maintenance in consultation with the Director of Golf.
  12. The individual events will be published, in advance, in the calendar provided with Oaklore and on the Oaks Club Website and will be posted on the locker room bulletin boards.
  1. Based on the posting of individual adjusted gross scores by each member, handicaps are determined by the computer, based on the principles defined in “USGA Handicap Systems”.  “Adjusted gross score” is defined as the player’s score, adjusted using USGA method of adjustment. (NET Double Bogey as of January 2019)
  2. Each member is responsible for posting his/her own adjusted gross score for every round played.  The adjusted gross score must be posted on the computer located in the Golf Shop or on a player’s phone etc. Using the GHIN app.  Instructions for posting the scores are located near the computer. Scores may also be posted on the Club’s Website {Golf (Post Scores)}.
  3. Scores which must be posted include scores from rounds played at the Oaks as well as at other courses. Both 9-hole as well as 18-hole scores must be posted. Scores from incomplete rounds (14 or more holes) must also be posted.  When a member plays an incomplete round, the score to be recorded is obtained by adding a) the number of strokes played and b) the total par for the un-played holes plus any handicap stroke (s) to which the member is entitled on the un-played holes.  Scores from special tournaments such as scrambles should not be posted.  However, all other tournament scores must be posted, including match play events.
  4. Handicap indices are computed by the Florida State Golf Association and are updated in accordance with the Association’s schedule.  The handicap shown for all members in the posting computer is their handicap for the Heron course, which is the default course for this system.  Handicaps for the Eagle course, the Heron course or for any other golf course in the State of Florida, however, also may be retrieved from the posting computer in the Golf Shop or from the GHIN app.
  5. No member will be eligible to play in any tournament unless a handicap has been assigned.  After receiving a handicap, each member must post all his/her scores.  Every member interested in fair play shall make sure that all his/her scores, good and bad, are recorded.  Incomplete records lead to unfair handicaps.
  6. A member’s repeated failure to post scores after each round may result in Golf Committee disciplinary action including suspension from all organized golf events. In the event a score has not been posted by a member and is not corrected, the Golf Committee will post a score equal to the lowest score of their last twenty for the first offense.  Generally, four (4) recent penalty posts will result in a Handicap Index Withdrawal for 30 days.  Repeated incidents after reinstatement of a withdrawal for 30 days will result in withdrawal for one year.  In all cases involving disciplinary measures, the member will be advised of the Golf Committee’s action.”
  7. There is a limit to the number of strokes per hole you can post for handicap purposes.  This is referred to as Net Double Bogey.  Basically, you can only post a maximum of double bogey PLUS any handicap strokes you are entitled to on a particular hole.  For a more detailed explanation of Net Double Bogey please see a member of the Golf Professional Staff.
 
General:
Guests are limited to a total of eight (8) visits to the Club for golf during the period November 1 through May 31 and no more than twelve (12) times during the calendar year.
  1. Any member introducing a guest for golfing privileges will be responsible for the payment of all guest and cart fees and for ensuring that the guest adheres to the Golf Rules and Regulations for The Oaks Club, including the Dress Code.
Accompanied Guests:
  1. Guest privileges may be extended to as many as three (3) persons chosen by any member in good standing by scheduling a tee time using standard procedures.
  2. Guest privileges may be extended to as many as fifteen (15) persons chosen by any member in good standing by coordinating the tee times in advance with the Director of Golf, who will be the sole judge regarding the availability of tee times.
  3. When guest privileges are extended to more than three (3) and as many as fifteen (15) persons, tee times may be made 60 days in advance. These tee times must be arranged with the Director of Golf. The sponsoring member is responsible for the payment of all guest and cart fees that are not cancelled more than three (3) days in advance of the scheduled tee times.
  4. The sponsoring member must play with his or her guests.  
Immediate Family Guests:
  1. Immediate family is defined as parents, children, grandchildren, brothers, sisters, and their respective spouses. The immediate family of members in good standing is given privileges as set forth in these Rules.
  2. Immediate family guests of members will be charged at one-half (1/2) the normal guest fee.
  3. Immediate family guests are exempted from the restrictions limiting the number of rounds played.
Unaccompanied Guests:
  1. Only house guests and immediate family guests may play without an accompanying member providing the host member obtains a guest card for each guest.
  2. House guest is defined as a guest who is in temporary residence with an Oaks member in good standing.
  3. Guest cards for house guests and immediate family guests will be issued for a duration of two (2) weeks by the Membership Office with the authorization of the General Manager.
  4. Guest card holders are permitted to schedule their own tee times up to two (2) days in advance.
  5. House guest card holders will be subject to the restrictions limiting the number of rounds played.
  6. Guest card holders will not be permitted to invite guests of their own. 
Social and Associate Tennis Members:
  1. Social and Associate tennis members playing golf October 1 through May 31 are considered guests.
  2. Social and Associate tennis members have golfing privileges June 1 through September 30 and will be charged the family rate plus cart fee. (Half of the regular rate for holes played.)

  1. Members and guests may use golf carts for all golfing rounds except when walking players are permitted.   No more than two players and two golf bags are to be assigned to a cart.
  2. It is the responsibility of members and guests to operate carts in a safe and responsible manner and to adhere to the rules posted in the carts and on the golf course.
  3. Any repair cost for damage done to a cart caused by a member shall be charged to the member responsible or in the case of a guest, to the appropriate member.  Any cart damage or malfunction shall be promptly reported to the Golf Shop.
  4. A valid driver’s license is required for all members and guests operating golf carts.
  5. A CODE to permit entry to the restroom facilities on the courses is provided on the cart GPS SCREEN. As of July 2021, the code is 2018.
  6. Pets are not permitted in carts unless they are service animals.

  1. All public roads and private property are considered boundaries. Any ball coming to rest either: on or beyond a public road or private property, between a penalty area and private property, or on or beyond the cart path behind Heron #18 is Out of Bounds.
  2. Stones and seashells are considered loose impediments in bunkers and may be removed if within one club length of the ball. If the ball moves in so doing, there is no penalty, but it must be replaced.
  3. Free relief may be taken any time your ball is within 2 club lengths of a sprinkler head that is within 2 club lengths of the green and on your intended line of play. The ball must be lifted and dropped at the nearest point of relief, no closer to the hole and within one club length from that spot. 
  4. Rule E-5, alternative to stroke and distance, is under effect for all play unless noted the by tournament committee.
  5. All aggregate areas on both courses are considered waste areas; no free relief is permitted.
  6. All players will be able to lift, clean and place their ball in the general area when cart path only is in effect.
  7. The Embedded Ball Rule is in effect in the general area at all times. Rule 16-3.
  8. If a ball strikes an elevated power line, cable or pole, the stroke does not count.  The player must play a ball without penalty from where the previous stroke was made.  If the ball is not immediately recoverable, another ball may be substituted. Rule E-11.
  9. Distance Measuring Devices (i.e., GPS) are permitted for all events.  Devices with elevation measurements must be turned off.
  1. Penalty Areas – (17) – If a ball is in a penalty area or if it is known or virtually certain that a ball that has not been found is in a penalty area (whether the ball lies in water or not), the player may under penalty of one stroke:
    1. Play a ball as nearly as possible at the spot from which the original ball was last played, or
    2. Drop a ball behind the penalty area, keeping the point at which, the original ball crossed the margin of the penalty area directly between the hole and the spot on which the ball is dropped, or
    3. As additional options, available only if the ball last crossed the margin of a red penalty area, drop a ball outside the penalty area within two club lengths of and not nearer the hole than (i) the point where the original ball crossed the margin of the penalty area; (ii) a point on the opposite margin of the penalty area equidistant from the hole; or (iii) drop a ball, under penalty of one stroke, in the Dropping Zone (Eagle #3 only).
  1. Unplayable ball – (Rule 19) – The player may declare his ball unplayable at any place on the course except when the ball is in a penalty area. If the player deems his ball to be unplayable, he shall, under penalty of one stroke:
    1. Play a ball as nearly as possible to the spot from which the original ball was last played, or
    2. Drop a ball within two club-lengths of the spot where the ball lay, but not nearer the hole, or
    3. Drop a ball behind the point where the ball lay keeping that point directly between the hole and the spot on which the ball is dropped, with no limit to how far behind that point the ball may be dropped. (Back-on-the-Line Relief).  If the unplayable ball is in a bunker, the player may proceed under Rule 16.1c (Abnormal Course Condition).
  2. Temporary Water – (Rule 16) Temporary water is any temporary accumulation of water on the course which is visible before or after the player takes his stance and is not in a penalty area.
  3. Ball Lost or Out of Bounds (Rule 18) – If a ball is lost outside a penalty area or is out of bounds, the player shall play the ball, under the penalty of one stroke, as nearly as possible at the spot from which the original ball was last played. Do we use the 2 shot local rule to drop in the fairway as well?
  4. A maximum time of 3 minutes is allowed for looking for a lost ball.
  5. A single player or a twosome has no standing on the course and should give way to a match of any kind.
The above are partial statements of rules governing conditions most commonly encountered.  For fuller descriptions, the player should refer to USGA’s The Rules of Golf, for the current year.
 
An optional Hole-in-One Club has been established for any member at The Oaks Club who wishes to join.
A Hole-in-One occurs when a ball hit from the tee to start a hole, finishes in the cup during a regular round of golf, not a practice round.  A Hole-in-One must be witnessed.  In order to post your score with a Hole-in-One you must play at least 7 holes for a 9-hole score and at least 14 holes for an 18-hole score.
  1. The administration of the Hole-in-One Club is governed by the following rules:
    1. When a member signs up in the Golf Shop for membership, a charge in the amount of $5.00 is made to his or her Oaks Club account.
  2. Any participant who then makes a hole-in-one may purchase a commemorative plaque of the occasion and receives a credit to his/her Oaks Club account for all the remaining cash in the fund’s pool. 
    1. An automatic new charge of $5.00 is made to all Hole-in-One members’ accounts after any participant makes a hole-in-one, thus replenishing the fund.
    2. If more than one hole-in-one is made during a month that many new $5.00 charges will be made that month to a participant’s account.
  1. Guest privileges for more than fifteen (15) persons are considered to be an Outside Tournament.
  2. Any request by a single member to host an Outside Tournament must be submitted to and be approved by the Golf Committee and by the Board of Governors.
  3. Outside Tournaments for organizations must be sponsored by a member.
  4. The Director of Golf will be available to members planning future Outside Tournaments. Generally, such events will be scheduled at times that will be least disruptive to normal member play and will be subject to course availability.
  5. Special guest and cart fees will apply to all Outside Tournaments.
Any woman who is a golf member of The Oaks Club is eligible for membership in the OWGA subject to the payment of nominal dues established annually.

The purpose of the OWGA is to encourage, plan, and coordinate golf activities for OWGA members and to promote good fellowship among them.

A schedule of OWGA golfing events for the year is published in the annual OWGA handbook including the special events held during the period October through May. The handbook is distributed annually to dues-paying OWGA members.  The handbook is also available online.  See Golf/OWGA/handbook links to print the PDF.

In OWGA golfing events, USGA Rules are followed as well as the rules of eligibility and courtesy which are noted in the OWGA handbook.

OWGA events are scheduled for every Tuesday morning throughout the year. These events are organized by the OWGA and supervised by the golf professionals. The teams are made up by the Golf  Pro Shop.

A less formal schedule of play occurs on Thursday mornings, also throughout the year, with the teams made up by the members of the OWGA.

The OWGA also has a 9-hole Women's Golf Association which provides beginning lady golfers with the opportunity to learn the rules and the game of golf. This group plays on Tuesday mornings, usually on the alternate 18-hole course not in concurrent use by the 18 hole players.

The maximum allowable handicap for those who participate in the weekly events is 40, and for special events (Member-Member, Member-Guest, Old Pal, President's Cup, OWGA Championship, Seniors Championship) the maximum allowable handicap is 36. Players may participate if their handicaps exceed these levels, but the player will receive no more than the allowable handicap for that event.

The OWGA also participates in three Interclub golf leagues that include eight or nine-women teams from up to 12 clubs in the Sarasota area. Interclub events are held primarily during the period October through April with the Summer Quota Point League continuing May through July. The maximum allowable handicap index permitted for interclub events varies among the leagues from 24.7 to 28.0.

The officers of the OWGA are elected annually in the spring and take office June 1.

The fiscal year of the OWGA begins June 1 and extends to May 31.
